What Is FEMA?

So, what does FEMA do? Put simply, FEMA is the agency that coordinates federal efforts to ensure that the United States is prepared for and able to respond to large-scale disasters. The key hazard scenarios and disasters that FEMA prepares for include: 

  • Natural disasters, such as hurricanes, floods, tornadoes, avalanches, wildfires, winter storms, and more. 
  • Human-caused incidents

The agency employs more than 20,000 professionals across the country, many of whom specialize in targeted areas of FEMA disaster relief and emergency management. The agency itself is headquartered in Washington, D.C., but it has ten regional offices located throughout the country.  

Mission of FEMA

While the official FEMA agency was established in 1979 during the Carter administration, coordinated emergency management and disaster relief efforts in the United States can be traced back to the early 19th century. FEMA’s authorities are largely derived from the Stafford Act, which governs federal disaster declarations and assistance, and its organizational placement within the Department of Homeland Security under the Homeland Security Act of 2002. 

Today, the role of FEMA is to help people before, during and after disasters, supporting communities in meeting essential needs.

The Emergency Management Institute (EMI) is part of FEMA’s National Training and Education Division (NTED). They provide specialized coursework for professionals who want to develop niche skills or acquire advanced knowledge about emergency management. Designed to provide emergency managers with advanced professional development, the EMI plays a crucial role in FEMA’s mission to educate both professionals and the public. 

The EMI offers independent study (IS) courses online, ideal for working professionals who want to balance their education and professional development alongside existing responsibilities. These courses include both instructor-led and resident courses, allowing students to choose a learning framework that best aligns with their needs.

In addition to offering specialized professional development programs for emergency managers and first responders, FEMA partners with universities to integrate its frameworks into advanced degree programs. FEMA’s Higher Education Program (HiEd Program) directly supports curriculum development and academic integration.

  • National Response Framework (NRF) — Built on the NIMS template, the NRF establishes a comprehensive approach to response management. It focuses on response, with linkages to other National Preparedness System frameworks.
